Prepare pasta according to package directions; drain.
In a large skillet melt butter over medium heat. Add flour and stir until incorporated into butter. Continue to cook and stir for 1 minute. Do not brown.
Gradually add milk, stirring constantly, until mixture is smooth. Stir in parsley, rosemary and thyme. Simmer, stirring frequently, until sauce begins to thicken, about 3 minutes.
Add Parmesan, lemon juice and zest. Add cooked pasta and spinach. Cook and stir until spinach wilts and all ingredients are well coated.
