Prepare pasta according to package directions; drain. Preheat oven to 350º F.
In large saucepan, melt butter over medium heat; stir in flour, salt and ground black pepper. Gradually stir in milk. Cook and stir until thickened. Remove from heat.
Add 1 cup cheddar cheese; stir until melted. Stir in cooked pasta.
Spoon half of pasta mixture into greased 2-quart baking dish; top with Swiss cheese, remaining pasta mixture and then remaining cheddar cheese.
Bake uncovered 20 to 25 minutes or until bubbly.
