Coat a large skillet with non-stick cooking spray. Add turkey, mushrooms and onions. Cook until turkey is done and onions are tender.
In a small bowl combine broth and flour. Add flour mixture, evaporated milk, garlic powder, salt and black pepper to turkey mixture. Bring to a boil, stirring constantly. Reduce heat and simmer 5 minutes.
Meanwhile cook noodles according to package directions. When pasta is ready, stir sour cream and parsley into turkey mixture. Serve over pasta.
